Financing: WASCAL (West African Science Service Centre on Climate Change and Adapted Land Use) is a large-scale research-focused program funded by the German Federal Ministry of Education and Research (BMBF) through Kreditan-stalt für Wiederaufbau (KfW) towards the cost of the construction and equipment procurement for WASCAL (BMZ no. 30194). Funds have been committed for this Project by the German Government through KfW Development Bank (Financial Cooperation, FC) and it is intended to apply a portion of this fund for the Supply of 60 Automatic Hydrological Stations for WASCAL, Ouagadougou, Burkina Faso The prerequisites for disbursements for this assignment are finalised.

Project Executing Agency: West African Science Service Centre on Climate Change and Adapted Land Use (WASCAL) (as “The Purchaser”).

Project Measures: WASCAL was initiated and designed to help tackle the chal-lenges of Climate Change and thereby enhance the resilience of human and en-vironmental systems to climate change and increased variability. WASCAL in-tends to strengthen the research infrastructure and capacity in West Africa relat-ed to Climate Change and Adapted Land Use.

The WASCAL partner countries are Benin, Burkina Faso, Ivory Coast, Gambia, Ghana, Mali, Niger, Nigeria, Senegal and Togo. WASCAL is organized around three principle components:

• Competence Centre;
• Core Research Program;
• Graduate Studies Program.

Requested Supply of Goods: To help tackle the complex challenges in the sci-ences of climate change, adaptation and mitigations, WASCAL also strengthens research, capacity building, climate services and infrastructure in its member countries. In a participative approach with the National Hydrological Services (NHS), WASCAL and its partners are striving to establish a long-term regional hydro-climate observation network with dense and high quality hydrological and weather/climate information.

This tender notice concerns the supply and commissioning of hydrological equipment (automatic water level and water quality recorders with accessories installation accessories, water discharge measurement devices, staff gauges and field computers/Toughbooks also with all accessories needed) to WASCAL Com-
petence Centre in Ouagadougou, incl. training, installation and post-contractual services.

Late applications are rejected.

Evaluation, award, and contract: Postqualification will be conducted through Postqualification procedures in accordance with the KfW’s “Guidelines for Pro-curement of Goods and Services” and is open to all national and international firms and voluntarily formed joint ventures.

The minimum requirement for Postqualification will be to have successfully car-ried out supply and installation of goods of similar nature in a similar environment and to meet the eligibility criteria as detailed in the Tender Document.
