Financing: WASCAL (West African Science Service Centre on Climate Change and Adapted Land Use) is a large-scale research-focused program funded by the German Federal Ministry of Education and Research (BMBF) through Kreditanstalt für Wiederaufbau (KfW) towards the cost of the construction and equipment pro-curement for WASCAL (BMZ no. 30194). Funds have been committed for this Pro-ject by the German Government through KfW Development Bank (Financial Coop-eration, FC) and it is intended to apply a portion of this fund for the Supply of High Performance Computing and IT Equipment for WASCAL, Ouagadougou, Burkina Faso. The prerequisites for disbursements for this assignment are finalised.
Project Executing Agency: West African Science Service Centre on Climate Change and Adapted Land Use (WASCAL) (as “The Purchaser”).
Project Measures: WASCAL was initiated and designed to help tackle the chal-lenges of Climate Change and thereby enhance the resilience of human and envi-ronmental systems to climate change and increased variability. WASCAL intends to strengthen the research infrastructure and capacity in West Africa related to Cli-mate Change and Adapted Land Use.
The WASCAL partner countries are Benin, Burkina Faso, Ivory Coast, Gambia, Ghana, Mali, Niger, Nigeria, Senegal and Togo. WASCAL is organized around three principle components:
• Competence Centre;
• Core Research Program;
• Graduate Studies Program.
Requested Supply of Goods: To help tackle the complex challenges in the sci-ences of climate change, adaptation and mitigations, WASCAL also strengthens research, capacity building, climate services and infrastructure in its member coun-tries. Data for relevant biophysical parameters and indicators are collected in me-teorological, hydrological, land use, biological/biodiversity, and socio-economic ob-servation networks (ONs). The regional data collection networks are designed in collaboration with scientific institutions in the partner countries.
This tender notice concerns the supply and commissioning incl. training, installa-tion and post-contractual services of a powerful computing system for the opera-tional use in the WASCAL Competence Centre in Ouagadougou to enable the fur-
ther development of regional climate models, and using them for numerous simu-lation experiments and the associated pre- and post-processing of input and result data.

Evaluation, award, and contract: Postqualification will be conducted through Postqualification procedures in accordance with the KfW’s “Guidelines for Procure-ment of Goods and Services” and is open to all national and international firms and voluntarily formed joint ventures.
The minimum requirement for Postqualification will be to have successfully carried out supply and installation of goods of similar nature in a similar environment and to meet the eligibility criteria as detailed in the Tender Document.
